Based on the classification by legal entity status, in 2019 there were 38,548 independent legal entities, accounting for 87.6%, and 5,459 non-independent legal entities (industrial activity units), accounting for 12.4%; the proportion of independent legal-entity inspection institutions has increased.
By type of institutional legal person, in 2019 the share of testing institutions with public institution status declined to 25.16% of the total; meanwhile, the share of enterprise-based institutions exceeded 67%. The proportion of public-institution–type inspection and testing organizations continued to fall, while that of enterprise–type organizations continued to rise, further optimizing the structure of the inspection and testing market.
From the perspective of ownership structure, private enterprises continue to grow rapidly. By the end of 2019, a total of 22,958 privately owned inspection and testing institutions nationwide had obtained accreditation, accounting for a share that, for the first time, surpassed that of state-owned and state-controlled institutions.
